Two contractors to build US Navy missile test facility

A joint venture between Tutor Perini and its subsidiary Black Construction Corporation has won a deal to build the new P-451 Missile Integration Test Facility at the USA’s Naval Base Guam.

Construction under the $113.3 million contract will involve building a single-storey concrete structure on a deep pile foundation, cover a 57,664 sq ft (5357 sq m) area.

The test facility will contain missile processing spaces, a missile test cell with test control room, an administration area and storage and utility rooms.

It is being built under the Pacific Deterrent Initiative, which involves the investment of billions of dollars as the US attempts to maintain its military advantage over China.

The scope of the work in this project involves the demolition of an existing building, associated site improvements and necessary supporting facilities. The new facility will include complete plumbing, air conditioning and ventilation, lighting and electrical power, telecommunications, life safety and fire protection systems, emergency power generator and associated fuel tank.

Work is set to start in December 2028.
